Candidate Biography:

Born: January 16, 1880 in Arkansas
Died: May 21, 1965 near Marysville, CA

1910-1912: Deputy County Clerk, Yuba County
1912-1915: Treasurer and Tax Collector, Yuba County
1935-1939: President pro Tempore, California State Senate
1941-1943: President pro Tempore, California State Senate

  • Senator Rich was injured, with his neck broken, when his vehicle overturned while returning to Sacramento from the funeral for John B. McColl in December 23, 1938. Senator Thomas McCormack was also badly injured in the crash. His absence from the organizing meeting of the Senate in January 1939 cost him the office of Pro Tem in 1940. Rich took the oath of office for the 1939-1940 Session in a hospital bed in Chico.
  • Rich is one of two Senators to serve two separate times as President Pro Tem of the Senate, serving as the 34th Pro Tem (1935-1939) and as the 36th Pro Tem (1941). The other was Jerrold Seawell who served immediately prior and immediately after Rich's second time as Pro Tem.
