  • NOTABLE NO VOTE (15th Amendment): Johnson was one of two Californians in Congress (both were Representatives) who voted against the resolution (1869), which submitted the proposed Fifteenth Amendment to the U.S. Constitution for ratification by the states. The amendment, when adopted, guaranteed that the right to vote could not be denied on the basis of a citizen's "race, color, or previous condition of servitude."
