  • LEGISLATION: Author of AB 980 (Chapt. 410, Stats of 1917) which prohibited the carrying of billy clubs by Californians other than police officers. This law was later overturned in February 2024 as a violation of the second amendment by the United States District Court for the Southern District of California. 
  • Both Marks and his son Milton Marks served as Chair of the Assembly Constitutional Amendments Committee.
