  • LEGISLATION: Moore introduced 156 bills during the 1991-92 session.
  • LEGISLATION: Moore was the author of two bills (AB 3773 and AB 4203 of 1987-88) which were the bills used as the foundation of the Shrimpscam investigation by the FBI into corruption in the Capitol. The investigation led to convictions for Board of Equalization member Paul Carpenter, State Senator Joseph Montoya, and Assemblymen Pat Nolan and Frank Hill. Also convicted and sentenced to 4 years in prison was Tyrone Netters, a Legislative Aide to Moore, who arranged for the Assemblymember to author the legislation in exchange for illegal campaign contributions. Moore was never charged because of a lack of evidence.
  • LEGISLATION: Significantly, the Moore Universal Telephone Service Act of 1983 (Moore Act) established the Universal Lifeline Telephone Service (ULTS) program in order to provide low-income households with access to affordable basic residential telephone service.
  • PLACENAME: Gwen Moore Lake is located in the Kenneth Hahn Recreation Area (Los Angeles County). Fishing is allowed, but swimming is not.
