- LEGISLATION: Author of AB 1510 (Chapter 2038, Stats of 1961) which created the Commission on California State Government Organization and Economy with Assemblymen Milton Marks, Gordon Winton, Nicholas Petris, and Glenn E. Coolidge. The Commission is today known as the Milton Marks “Little Hoover” Commission.
- EDITORIAL NOTE: Jack Beaver was quite likely one of the greatest problem-solvers to ever serve in the state legislature. From helping California government plan for continuity of government following an atomic war to a legacy of improving government oversight and efficiency, if there was improvement to government happening in the 1960s, Beaver was likely involved.
