  • LEGISLATION: Author of SB 850 (1907) which would have changed the seat of government for California from Sacramento to Berkeley and submitted the question for approval at the 1908 General Election. On the ballot as Proposition 1 (1908), it was defeated by voters (with only 34.5% in favor).
