- LEGISLATION: Author of AB 336 (1959) which required that "every judge of a court of record of this State shall, in open court... wear a judicial robe..." (Ch. 1948, Statutes of 1959)
- Proposition 24 (1962) was known as the "Francis Amendment," in reference to Francis' support of the measure. John M. Allswang referred to Proposition 24 as the "extreme Cold War anti-communist sentiment" in The Initiative and Referendum in California: 1898 - 1998.
