  • It appears that at least part of the reason that Emmons served a single term in the Assembly was his "emphatic objection" to raising the cost of fishing licenses for Japanese fishermen (it wasn't clear from the article if it referred to Japanese-Americans or Japanese fishermen, but appears that it may have been Japanese-Americans).
