  • LEGISLATION: Author of SB 376 (Chapt. 124, Stats of 1911), which was California's first law dealing with drunk driving. This bill made it a crime to cause the death of, or bodily injury to, any person while operating a motor vehicle ("automobile, motor cycle, or other motor vehicle") while intoxicated.
