  • LEGISLATION: Evans was the author of SJR 4 (1919) which provided California's ratification of the Eighteenth Amendment to the United States Constitution establishing a prohibition of alcoholic beverages in the United States.
  • LEGISLATION: Evans was the author of SJR 1x 1 (1919) which provided California's ratification of the Nineteenth Amendment to the United States Constitution establishing the nationwide right to women's suffrage.
