  • FATHER OF THE CODE: Carter and Randolph Collier authored SB 945 (1943), which established the California Water Code.
  • Charles R. Breyer (U. S. District Court, Northern District of California) who served as the judge in the 2015 corruption case against State Senator Leland Yee, clerked for Judge Carter in 1966-67.
