Born: January 26, 1873 in Oakland, CA

1911: Proponent, Proposition 12 (Conferring upon the Railroad Commission the power to regulate and control the business of furnishing certain commodities and performing certain services for the public)

  • LEGISLATION: In 1913, Sutherland authored AB 907 (Chapt. 342 , Stats of 1913) which amended the Poison Act to make the sale and possession of Cannabis sativa a misdemeanor.
