The Reform Party was disqualified as of December 31, 2002 because none of the party's candidates for statewide office received the required 2% of the vote at the November 5, 2002 General Election. The number of registered voters declined severely following the 2000 Presidential Election. Heading into the 2000 Primaries, the party had almost 86 thousand voters.

The party platform emphasized the necessity for the "highest ethical standards for the White House and Congress" (including opposition to lobbyist-paid trips and gifts for members of Congress. The party also supports term limits for the federal legislature identical to the state term limits; three two-year terms in the House of Representatives and two six year terms for Senators. Lastly, the party supports a 'fair' and paperless tax system.

Valli Sharpe-GeislerAccording to California Elections law, a party must meet one of two requirements to remain ballot qualified; they must have a statewide candidate in the Gubernatorial Election who receives at least 2% of the vote or their party registration must be above 77,389. Since 2002, the number of voters registered with the dropped quickly, with current numbers being only about a third of the 2002 levels.
