1913: Speaker pro Tem, California State Assembly
1915-????: Member, California State Water Commission

  • Birthplace: The Blue Books place his birth at Belleville, Ontario while other sources indicate that he was raised in Ameliasburgh (a much smaller town 14 km south of Belleville).
  • LEGISLATION: Author of AB 642 (1913), the Water Commission Act of 1914, which created the California Water Commission (which eventually became the State Water Resources Control Board) and established the dividing line in water permits (pre-1914 water rights being "senior" and post-1914 being "junior"). (Chapter 586, Statutes of 1913)
  • LEGISLATION: Author of AB 644 (1913), which would have created the California State Board of Forestry and the office of the State Forester. (Pocket Vetoed)
