Died: August 21, 1985 in El Cajon, CA

1961-1962: San Diego Director, Christian Anti-Communist Crusade

  • LEGISLATION: Author of AB 123 (1971) which changed the California State Colleges to the California State University and Colleges (paving the way for the individual campuses to become State Universities).
  • LEGISLATION: In an obituary, the San Francisco Chronicle noted that between "1963 and 1965, Barnes introduced 25 anti-pornography bills, all of which died in Assembly committees."
  • LEGISLATION: Author of the Barnes Act of 1971 (Establishing the modern State Teachers' Retirement System)
