  • EDITORIAL NOTE: Jack Beaver was quite likely one of the greatest problem-solvers to ever serve in the state legislature. From helping California government plan for continuity of government following an atomic war to a legacy of improving government oversight and efficiency, if there was improvement to government happening in the 1960s, Beaver was likely involved.
