- LEGISLATION: Author of the California Public Records Act (1968) with Assemblymen Bill Bagley, Harvey Johnson, Bob Beverly, Patrick D. McGee, David Negri (and Senator Milton Marks). The PRA establishes that "public records are open to inspection at all times during the office hours of the state or local agency and every person has a right to inspect any public record."
- LEGISLATION: Author iof AB 357 (Chapt. 764, States of 1968) known as the California Pure Air Act of 1968.
- LEGISLATION: Author of the AB 530 (Chapt. 1609, Stats of 1969), known as the California Family Law Act, which created the "no fault" divorce in California. It was Hayes who created the term "irreconcilable differences" because he disliked the proposed term ("irremediable breakdown").
